"Live 3 hours ago" is when the running version finished rolling out. Times count from the API's clock. The page refreshes every 10 seconds while something is deploying and every 30 seconds otherwise, and pauses while the tab is hidden. Read-only: it never restarts anything; copy a command and run it on the mgmt node.
